SVA International (Pty) Ltd was requested by RIM to develop a vision for the establishment of an integrated settlement for the Oakland land on the south of the Philippi Horticultural Area (PHA) in Cape Town. The private developer appointed a core team of consultants, and the SVA urban designers led the design charrette process with this core team.

The urban design process included, inter alia, the branding of the Oakland development, macro scale analysis and infrastructural proposals, strategic development structure plan for the 275 Ha land parcel, and the development of a first phase development increment that would function as development catalyst for the larger project. Public transport (BRT) formed an integral part of the New Urbanist TOD approach followed by the designers.

The first phase development precinct included a retail node, primary school, and a variety of housing types. An industrial precinct was also part of the first development requirement.

The outcome of this process would have been a development application to the local authorities. A change in client resulted in SVA’s services being put on hold.
